Electricity and water, measured by unit

Monitoring separates the mall into the units that are measured, so electricity and water can be read against a place rather than as one building total.

Scope
Monitoring and tenant billing
Drawn illustration of the stated scope: metered units, allocation to a tenant and a billing layout. Unit names are generic examples and the layout shows field names only, with no amounts. Not a floor plan of the mall, not a client bill and not client data.
Text version of this diagram

A simplified mall footprint divided into tenant units with meter marks, beside a three-step chain reading meters, tenant allocation and billing, and a small document layout listing field names only.

  • Electricity and water, measured by unit. Monitoring separates the mall into the units that are measured, so electricity and water can be read against a place rather than as one building total. • The reading belongs to someone. Billing requires the measured unit to be tied to a tenant and a period. That relationship is the part a property team has to be able to check and defend. Unit names in the drawing are generic examples, not Cascavelle tenants.
  • Utility billing for tenants. Billing turns an allocated reading into a document a tenant receives. The record behind it has to stay available, because that is what answers a query. The layout shown lists field names only. No amounts, tariffs or client documents are shown.

Utilities and billing

A reading, and the responsibility attached to it

Hapis provided electricity and water monitoring for Cascavelle Shopping Mall, with utility billing for tenants. The recorded project period is 2025–26.

The scope connects two monitored resources to a defined property-management responsibility: tenant utility billing. That connection is what distinguishes it from monitoring alone.

Two halves of the same scope

  • The utility information

Electricity and water readings need a clear resource and a clear property context before anything else is built on them.

  • The billing context

Tenant utility billing adds a relationship between that information and the relevant tenant and billing period.

For a comparable project, both relationships have to be understood alongside the existing metering and billing arrangements.

Discuss your utility-billing scope

Tell us how your property is arranged, which utilities are billed and what systems your team uses to maintain the records.

  • The units and how they are metered today.
  • The utilities that are billed on to tenants.
  • The billing period and the documents tenants expect.
  • The systems the finance team already uses.
